Can not rewind/fastforward on android

Hello,
After yesterday's android update ( October 14, 2016) i can not rewind of fast forward on the android app. I can still do it on the PC. If i try to fast forward the video restarts from the beginning.
I have 2 Chromecasts and 3 android devices and its happening on all of them. Also reinstalled the android app and the videostream app on PC and same story.
No hardware upgrades ( on router or PC).
Please help. -
well, the issues was solved with a full install of windows. I've tried with a chrome install ( removing anything related to chrome) and failed. not sure what caused it but that solves it.
