Looking at this in general, it is not safe or legal. No one has given us permission to injure any bird, animal, or other living thing in the natural world. Wpit18 and WPC are considered unlawful in the majority of countries. However, in some countries, such as the Philippines, it is considered a lawful sport. They can also easily organize and host this event at any time.
