      Can Agile and Scrum be considered as SDLC?

        They can be considered as parts of SDLC.

          Well, Agile, and Scrum are based on SDLC but they can't be considered SDLC. Agile consists of many methodologies, and Scrum is one of the most famous of them. And SDLC is a process of design and development of a product or service.

            Agile and Scrum cannot be considered SDLC, but they are based on it. I can advise you to study guides on this topic, for example this one about sdlc agile methodology.
