It might be possible to avoid toll roads but it would be difficult to completely avoid toll bridges. Especially if your end points were San Francisco and New York City. You would have to skip Philadelphia too because you have to go pretty far north on the Delaware River to find a free crossing. And I am only speaking to parts of the country I am personally familiar with.
